Sign in to your blogger account, go to edit html option where you can paste the meta tag and save it. Now, log into your webmaster tools account and submit the feed e.g. yourdomainame.blogspot.com/atom.xml as your blog sitemap. That's all. Every thing is done

For google site map
Before doing this,let me say what are blog sitemaps and how they will help us.The reason we use them is,they will help google bot to crawl,index pages of your site and tell you if there are any problems when they try to index it.It also helps you to know,how many pages exactly are indexed,and what people searched in the search engine to visit your site.
Let me explain the detailed procedure on how to submit your blogger sitemap to google.

1.First,go to google webmaster tools and sign in with your gmail account.

2.After you logged in, you will see this asking you to add a site.
Add your blog url(ex:YOURBLOGNAME.blogspot.com).Don't add with http or www.
There are two ways to verify your site map. You can either add a Meta Tag or Upload an HTML file. If you are using the Meta Tag method, Google will generate a Meta Tag code. Copy the META tag that is generated for you, and paste it in your site's home page in the first section of the page, before the first section. What you do is to go to your Blogger dashboard. Under Template ->Edit HTML, somewhere near the top of the script, add the Meta Tag as follows:-

3.Next,it asks you to verify your site.It is just to confirm whether you are the owner or not.

4.There are two ways to verify your ownership but, there is only one way for the blogger users to add a metatag.

5.Copy the metatag.
Now,sign into your blogger account>click the layout button>Edit html and paste the metatag just after the head tag and save the changes.
Now,you have to submit a blog sitemap for google to crawl your site.Go back to the google webmaster dashboard or (home) and click the 'Add' link which is next to your blog name and in the blog Sitemaps column.Then,you see this,

Quote:
<head>

<META TAG>

<b:include data='blog' name='all-head-content'/>

Choose 'Add general web sitemap' from the dropdown menu and type rss.xml or atom.xml next to your blog address. Click the link that says “Add a Sitemap”. This will take you to another screen where you should choose the type “Add General Web Sitemap”. The blog Sitemap URL for any normal website is usually the index page that is stored in the highest-level directory of that site. In the case of Blogger.com or Blogspot.com, the only way to add a blog Sitemap is to use either of the following 2 Sitemaps:-
http://YOURBLOGNAME.blogspot.com/rss.xml
OR
http://YOURBLOGNAME.blogspot.com/atom.xml

and click the 'Add General Web Sitemap' button.
Replace the META TAG with the code generated by Google Webmaster. Once done, Save the Template. When you return to Google Webmaster site, you can click the button that says “Verify”.

Remember to replace YOURBLOGNAME with that of your Blog's. For Blogger blogs, do not add "www." to YOURBLOGNAME. Once you have added your blog Sitemaps, you will receive a confirmation telling you that reports are being generated but “may take several hours to update”. Congratulations! You have successfully added your blog Sitemaps. When you login to your Google Webmaster days later, you should be able to see the indexed pages and statistics of Google webcrawl of your Blog.

Leave the meta tag in the template if you want to view the statistics of your site. If Google can't find the meta tag, it will show an error message in your webmaster toolbox and you may have to verify your site again.

6.That's it.Now your blog sitemap is successfully submitted to google.Check 2 or 3 days after and you will see the detailed statistics of your blog(indexed pages,any errors,etc.)

Note: The second method of uploading an HTML file is NOT applicable to Bloggers using Blogger.com or Blogspot.com because this requires you to upload a file to the root directory of your Blog, which is not possible. There is therefore only one method for you to verify your site, and that is by inserting the Meta Tag as explained above.

After you have had your site verified, click on the blog Sitemaps tab as shown below. By adding a blog Sitemap, you will be providing Google with more details and information about your Blog. With this, Google will crawl your site, report information on any errors in the blog Sitemaps tab, and index your Blog site at a faster rate.

For Yahoo site map

This post explains how to submit your blogger sitemap to Yahoo.By submitting your sitemap to yahoo, they will index your web pages in yahoo search engine and provide you with detailed information related to your blog like which pages are linking to yours,popular pages in your site and you can submit and track feeds for your sites.

Another one is to 'adding a metatag' which is possible and the only way to verify ownership for bloggers.First,copy the metatag..
Next,sign in to your blogger account>Edit html and paste the metatag below the head tag and SAVE THE CHANGES,look at the screenshot below.

Next,you will get a message saying that 'Your site is pending authentication'

Note:Don't remove the metatag,they will revalidate your ownership by checking your ownership regularly.

5.Next,go back to the 'Site explorer home', and check the box next to your blog url and click on the Manage button.

6.Type rss.xml or atom.xml in the box provided.It helps yahoo to discover more of your site content via your rss or atom feeds and to index your blog pages quickly whenever your blog is updated.Next,click on the add feed button.

http://YOURBLOGNAME.blogspot.com/rss.xml
OR
http://YOURBLOGNAME.blogspot.com/atom.xml
